Any other provisions of this Article to the contrary notwithstanding, as a condition of recovering any newsrack properly seized pursuant to the terms of Section 184.6 of this Article, the person responsible for such newsrack shall pay an impound fee covering the actual cost to the City of transporting and storing such newsrack.
Violation of this Article or any regulation issued under this Article shall constitute an infraction.
In addition to any other remedies that may be available, if a violation of this Article or any regulation issued under this Article results in the proper seizure of a newsrack pursuant to Section 184.6, the violation shall be punishable by an administrative fine. The Director is hereby authorized to issue an administrative citation to the person responsible for any such violation. Administrative Code Chapter 100, “Procedures Governing the Imposition of Administrative Fines,” as may be amended from time to time, is hereby incorporated and shall govern the imposition, enforcement, collection, and review of administrative citations issued by the Director to enforce this Article or any regulation issued under this Article, except that the amount of the fine shall be $50 for a first violation, $100 for a second violation within one year of the date of the first violation, and $250 for each additional violation within one year of the date of a second or subsequent violation. Revenue from fines imposed under this Section may only be used to cover the costs of administering and enforcing this Article and regulations issued under this Article.
The provisions of this Section shall not limit any other remedies authorized by law.
